Call anyway and describe the symptom. Plenty of calls start with something like a dead outlet or a light that flickers, and the electrician works out whether it is a repair, a troubleshooting visit or an upgrade.
Many do. Panel replacements, new circuits, generators, EV chargers and remodel wiring usually need a permit and an inspection, while swapping a like-for-like device often does not. Rules vary by city and county, so ask the electrician to confirm and pull any permit required.
Often, yes, and it can save time. If you have a list, such as a ceiling fan, two new outlets and a GFCI that won't reset, mention everything on the call so the visit can be planned for it.
Availability depends on which independent providers participate in each area, and specialty work like pool bonding or generator installs may have fewer options in outlying towns. Calling is how you find out who serves your address.
Compare the scope line by line: panel size, circuits included, permit and inspection, wall repair, cleanup and who handles utility coordination. A lower number that leaves out the permit or the grounding work isn't a like-for-like comparison.
